一、加強可再生能(neng)源目標引導和監測考核
各省(區(qu)、市)能(neng)源(yuan)(yuan)(yuan)主管部門根據國(guo)家能(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)“十三(san)五”規(gui)劃、電(dian)力發(fa)展(zhan)“十三(san)五”規(gui)劃、可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)“十三(san)五”規(gui)劃和(he)(he)《國(guo)家能(neng)源(yuan)(yuan)(yuan)局關于(yu)建(jian)立可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)開(kai)(kai)發(fa)利用(yong)目(mu)標(biao)引導制度的指導意見》(國(guo)能(neng)新(xin)能(neng)[2016]54號)對各地(di)區(qu)非水電(dian)可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)量占全社(she)會用(yong)電(dian)量比重指標(biao)以及加強水電(dian)利用(yong)消(xiao)納(na)的要求,結合本(ben)地(di)區(qu)可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)規(gui)劃和(he)(he)市場消(xiao)納(na)條件,合理確(que)定(ding)本(ben)地(di)區(qu)可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)力發(fa)展(zhan)目(mu)標(biao),加強項目(mu)建(jian)設管理和(he)(he)政策落實工作,推(tui)進(jin)可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)力有序規(gui)范發(fa)展(zhan)。國(guo)家能(neng)源(yuan)(yuan)(yuan)局按(an)年(nian)度對各省(區(qu)、市)可(ke)(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)開(kai)(kai)發(fa)利用(yong)進(jin)行監測(ce)評(ping)估(gu)(gu)和(he)(he)考(kao)核,并向社(she)會公(gong)布評(ping)估(gu)(gu)和(he)(he)考(kao)核結果。
二、加強可(ke)再生能源發展(zhan)規劃的作用
各省(區(qu)、市(shi))能(neng)(neng)(neng)(neng)源(yuan)(yuan)主管部門應根據國(guo)家發展改革委、國(guo)家能(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)(ju)發布(bu)的各類能(neng)(neng)(neng)(neng)源(yuan)(yuan)規(gui)(gui)劃(hua)和經國(guo)家能(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)(ju)批復的本區(qu)域能(neng)(neng)(neng)(neng)源(yuan)(yuan)發展“十三五”規(gui)(gui)劃(hua),制定本地區(qu)可(ke)再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)發展相關規(gui)(gui)劃(hua)并按年度制定實施方案,明(ming)確可(ke)再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)力年度建設(she)規(gui)(gui)模、建設(she)任務(wu)、結(jie)構和布(bu)局(ju)(ju),協調好可(ke)再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)力與(yu)常規(gui)(gui)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發電(dian)的關系。
各(ge)省(區、市(shi))能(neng)源主管部門要以有關規劃為依(yi)據,科學合理布局,結合電(dian)(dian)(dian)(dian)力(li)(li)市(shi)場(chang)編制可(ke)再生(sheng)能(neng)源電(dian)(dian)(dian)(dian)力(li)(li)建(jian)設(she)(she)年(nian)度實(shi)施方案,指(zhi)導(dao)電(dian)(dian)(dian)(dian)網(wang)企業研究配套電(dian)(dian)(dian)(dian)網(wang)建(jian)設(she)(she)和(he)可(ke)再生(sheng)能(neng)源電(dian)(dian)(dian)(dian)力(li)(li)消(xiao)納方案。把(ba)充分(fen)利用存(cun)量(liang)與優(you)化增量(liang)相結合,各(ge)年(nian)度在落實(shi)電(dian)(dian)(dian)(dian)力(li)(li)送(song)出和(he)消(xiao)納條件(jian)的基礎上,有序組織水電(dian)(dian)(dian)(dian)、風(feng)電(dian)(dian)(dian)(dian)、光伏(fu)發電(dian)(dian)(dian)(dian)等可(ke)再生(sheng)能(neng)源電(dian)(dian)(dian)(dian)力(li)(li)建(jian)設(she)(she)。
三、加(jia)強電(dian)網接(jie)入和(he)市場消(xiao)納(na)條件落實
各(ge)(ge)省(區(qu)、市(shi))能(neng)源(yuan)主管部(bu)門要(yao)把落實可(ke)(ke)再生(sheng)能(neng)源(yuan)電(dian)力(li)送出消(xiao)納(na)作為安排(pai)本區(qu)域可(ke)(ke)再生(sheng)能(neng)源(yuan)電(dian)力(li)建設(she)(she)規模(mo)及布(bu)局的基(ji)本前(qian)提(ti)條(tiao)件。各(ge)(ge)省級電(dian)網(wang)公(gong)司(si)應(ying)對年度(du)新增建設(she)(she)規模(mo)的接網(wang)條(tiao)件和(he)(he)消(xiao)納(na)方案進行研(yan)究,并出具電(dian)力(li)消(xiao)納(na)意(yi)見(jian)。集中式風(feng)電(dian)和(he)(he)光伏發電(dian)的年度(du)規模(mo)確定(ding)及分配都要(yao)以省級電(dian)網(wang)企(qi)業承諾投資建設(she)(she)電(dian)力(li)送出工(gong)程和(he)(he)出具的電(dian)力(li)系統消(xiao)納(na)能(neng)力(li)意(yi)見(jian)為前(qian)提(ti)。
加快發(fa)展(zhan)戰略(lve)性(xing)新(xin)(xin)(xin)(xin)興(xing)產(chan)(chan)(chan)業。以(yi)培育創(chuang)新(xin)(xin)(xin)(xin)型經濟(ji)新(xin)(xin)(xin)(xin)業態為目標,建(jian)立面向國內的(de)創(chuang)新(xin)(xin)(xin)(xin)網絡體系,推(tui)動新(xin)(xin)(xin)(xin)一代信息技(ji)術、生(sheng)物、綠色(se)(se)低碳、裝(zhuang)(zhuang)備、新(xin)(xin)(xin)(xin)型材料、數字創(chuang)意等(deng)新(xin)(xin)(xin)(xin)興(xing)領(ling)域(yu)研究開發(fa)和應用示范。以(yi)培育新(xin)(xin)(xin)(xin)興(xing)產(chan)(chan)(chan)業策源地和經濟(ji)發(fa)展(zhan)新(xin)(xin)(xin)(xin)動力為重(zhong)點,支持建(jian)設軌道交通(tong)裝(zhuang)(zhuang)備、智能成(cheng)套裝(zhuang)(zhuang)備、基因(yin)檢(jian)測技(ji)術、環境(jing)污染治理等(deng)新(xin)(xin)(xin)(xin)興(xing)產(chan)(chan)(chan)業創(chuang)新(xin)(xin)(xin)(xin)中心,形成(cheng)一批具有競(jing)爭力的(de)大企業和產(chan)(chan)(chan)業升級(ji)的(de)特色(se)(se)新(xin)(xin)(xin)(xin)興(xing)產(chan)(chan)(chan)業集群。
