當前(qian)(qian)全(quan)路(lu)處于施(shi)(shi)工(gong)(gong)(gong)旺(wang)季,各(ge)類施(shi)(shi)工(gong)(gong)(gong)范圍廣、時間緊、任務重(zhong)。鐵路(lu)部門一(yi)方(fang)面強化施(shi)(shi)工(gong)(gong)(gong)等非(fei)(fei)正(zheng)常情況下(xia)行車(che)安全(quan)卡控,確保施(shi)(shi)工(gong)(gong)(gong)安全(quan);另(ling)一(yi)方(fang)面統籌(chou)抓(zhua)好運(yun)輸與(yu)施(shi)(shi)工(gong)(gong)(gong)的(de)(de)關(guan)系,加大裝卸組織力度,提高運(yun)輸效率。鐵路(lu)部門充分(fen)考慮施(shi)(shi)工(gong)(gong)(gong)條件下(xia)的(de)(de)行車(che)安全(quan),通過調整車(che)流(liu)結構的(de)(de)方(fang)式減少(shao)施(shi)(shi)工(gong)(gong)(gong)期間非(fei)(fei)正(zheng)常行車(che);提前(qian)(qian)做好施(shi)(shi)工(gong)(gong)(gong)方(fang)案的(de)(de)風險研判,制(zhi)定有針對(dui)性的(de)(de)安全(quan)控制(zhi)措施(shi)(shi),明確把(ba)關(guan)干部責任分(fen)工(gong)(gong)(gong)和盯控重(zhong)點。

11月上(shang)半月,國家鐵路(lu)電煤日均裝車45407車,同(tong)比增(zeng)加(jia)10013車、增(zeng)長(chang)28.3%。截至目前(qian),全路(lu)各大直供電廠存煤可耗天(tian)數(shu)達23.8天(tian)。同(tong)時,鐵路(lu)部門繼續(xu)向(xiang)東(dong)(dong)北地區(qu)補充(chong)空棚(peng)車,保證東(dong)(dong)北糧食等重點物(wu)資運輸。
加強對施工延點問題(ti)的分析、考核,提(ti)高施工組織管理水平;做(zuo)好卸(xie)車組織工作,重(zhong)點做(zuo)好煤炭、糧食等卸(xie)車,減少重(zhong)車、凍(dong)車積壓,為裝(zhuang)車上量做(zuo)好空車保障。
